I am going to make an rpg horror game, but the problem is I don't have so many ideas, so if you can give me an idea
then maybe it will be put in to the game. (optional) I will also need your name so I can put it in the game's credits.
i'll post a link when I am done with making the game.
it'll take a while to make the game (about 5 months) to make it.

Don't believe it either, but hey if he wants to try then sure. Just fully expect the game to play like balls, have horrid, game breaking bugs and just be terrible overall. If you really want to make games though you will try again. Don't expect to get rich making games lol.

some games are free and I'll take my time making it because no one is rushing me
I am not even rushing on which website i am going to use so after like 5 months then that's when ill be working on the game

how about the main enemy is a faceless, tall, slender, mannequin named slenderman! And the main character doesnt reveal his name, and he has a flashlight, and he has to find 8 pages through tout the map, and if slenderman sees, or gets close to you the screen turns fuzzy, and overtime you lose! :D

Abandoned battlefield where many have died years ago (some see it as haunted)
apartment complex in an abandoned part of town full of squatters and people who are up to no good
Secret government testing facility where many innocent subjects have died
Abandoned ghost town where all the citizens had to leave due to no jobs
Desolate farm where a tragedy claimed the lives of the former owners
Military base that has been nearly destroyed and completely overrun by an unknown enemy force
An isolated town that has been locked down by the government, though the citizens dont know why
Ancient catacombs beneath an old European-styled city that houses the remains of the dead from thousands of years
The underworld of major cities that passes unseemly before the regular denizens eyes that comes alive only at night
An abandoned train set in the swamps of a sparsely populated region that is thought to be haunted
A major industrial center where government projects are performed upon many unsuspecting poor citizens
The ruins of an ancient civilization where a modern one is built upon. The modern one is at war with a world power. The ghosts of past and present come forward in their anguish to battle the outside invaders but still fail.
(The darkest settings I could draw from real-life incidents and Final Fantasy 6)

Also I think: a main street (NYC especially) that have just been recently bombed and there are thousands of people running around not knowing what to do

You will not be making an MMO.
As a first game you probably only want like 6 areas, 38 will be way too many. You will probably want multiple areas using the same tile set (same graphics). As a general thing with horror games you start off with the empty and ominous area (ghost town would be good), then slowly work your way through increasingly ominous areas, finally finishing up in the hell on Earth place.
Here is an example for progression. It's just an idea remember.
Abandoned town -> empty research facility -> overgrown facility depths -> dark caverns of scary shit -> super secret scary underground temple -> bloody demon altar
The last area could be the pit of bodies, where zombies crawl out of the ground, and you have to kill the huge patchwork zombie abomination. Depends on what your story is.
Get a story done first. The story will help give you direction, and you can use it to help decide exactly what areas you want. After you start making the zones you will probably need to change the story a bit, that is normal.
Keep the story written down, as you change it write those changes down so you don't forget.
The monsters, weapons, stats, etc you put in last, but they will also require a lot of work. Make the zone, explore it, make sure people know where they are going. Then you can put monsters in and such.
Remember don't make this game big. As a first attempt it will suck balls. Just get it done, and if you think it's decent then maybe get some other people to play it, host it online or something (trust me the game will not be good lol).
Last tip is google search for rpg game makers. You should get all the art assets and a decent engine for what you want, for free.

I have why you went to the abandoned science lab with a with a monster that you released and what made you go to go to the abandoned science lab and ill put the storyline

story: the main character was trying to figure out what killed his/her parents. he/she went through some old memories and found out that they died at an abandoned science lab supposed to contain a corrupted robot. he/she went there and went through some old halls that are in ruins he/she comes across a room containing the robot in the old memories. he/she finds his/her parents' corpses. he/she finds a lever thinking it will let him/her proceed but instead releasing the robot...
that is the whole story line of mission 1 and the prologue
