Title: Senate Vote 12: Senate Internal Rule - Bills must be public

The passing of this bill will establish a new Senate Internal Rule.

If "Yes" is majority, the following changes will be implemented on the server
If "No" is majority, the status quo will remain

Please vote either: Yes, to approve the bill; No, to disapprove the bill; or Abstain, to abstain from the vote.

This vote will be open for 5 days, but may be closed earlier if all senators have voted.

Internal Senate Rule 3:
Once a Senate bill has a draft text, that bill must be posted to the public Senate discord channel and/or forum board, so it can be reviewed by the players of VillageCraft prior to being voted on.

This vote has passed and will become a new Internal Rule for the Senate.
