I think that allowing players /fly whenever they want with a "permit" or allowing them to have fly whenever they're in a village can be misused easily. Although players may be punished for using this during PvP there are also other issues as Myst mentioned such as exploring areas with fly - this would be hard to keep track of.

What I initially proposed is not much different than what we have now, but I wanted to create more "guidelines" as to when players & staff should be using fly.
Ex: Not using fly for farms, using fly for builds in the air, etc.

I'm spitballin:

If we go thru with this, I more or less think that someone granted fly should need to specifically agree to some standardized wording that says they will not build any industrialized autofarm/spawner device, not engage in pvp, and understand that their fly ability is intended as a building tool in their agreed upon region for their build.

The Staff member(s) granting this should then be required to log it; "Gave Daypath /fly for village build in Skystar-McMansion region".

I also wonder if we should be offering this tool to Villages of a certain tier or not? That way it could already be established, there's proof of concept, and thus the Staff member goes "yeah, I see what you got goin here, this build would def be helped with a lil /fly"

In defense of region-based fly:

This could still be a per-player permission, but it would be limited to a specific region. We could include a rule that absolutely forbids use of fly for the construction of any sort of industrial auto-farm or spawner device. We should probably make that a rule regardless honestly.

Now, about how we go about granting fly in the first place, I don't know, but however we do it we should probably keep a public log of it.

If we go down this route, region-restricted fly could work well since it's harder to abuse. worth testing.

Perhaps I have the unpopular opinion here, but I don't think a low percentage is the way to go with this. Part of the fun of skipping night is communicating with other players to accomplish skipping. I support moving it down to say 75% though because I remember all the times there would be one person keeping the rest of us from skipping when we want to. If the number of players needed to skip night is too low, if I was a player who didn't want to skip night because I like killing mobs / need mob drops, then I would never be able to enjoy the night. I think it should still have effort to skip, but not the 100% it currently is.

I can accept this take, especially since this change doesn't apply to me (staff, and I'm rarely in survival). I am not fully in touch with what the best option is, so I'll defer to those who are.
I also wonder if a majority would work, 51% in VC's case would cover that.

That range seems reasonable enough to me.

I think it's helpful to think about it in terms of how many players online and how many need to sleep for a skip.

At 15%:
1-6 online would need 1 sleeper to skip
7-13 need 2
14-20 need 3
21-26 need 4
etc

At 25%:
1-4 need 1
5-8 need 2
9-12 need 3
13-16 need 4
17-20 need 5
etc


I sorta like 25% because it's easy math and the numbers required are still within reach.

20% might work well too.

At 20%:
1-5 need 1
6-10 need 2
11-15 need 3
16-20 need 4
etc

I think you bring up some good points. I especially think some of the timeframes are hard to get behind, like 2.5 days seems unreasonably short, especially if someone is out of town.

The following is not intended to support or oppose your specific arguments and issues described in your detailed post, but instead I have a few more general questions for all of us to ponder:

A reminder that Senate Guideline A(2)(ii) states this:
"The Senate does not pass or propose legislation regulating the internal rules of the VillageCraft Staff, appoint or remove Staff Members, or participate in Staff Votes."

1. In a general sense, do you think that it is permissible under Senate Guideline A(2)(ii) for the Senate to pass legislation compelling the Staff to report status updates on the progress on MC version updates for VC? What about requesting instead of compelling?

2. There is precedent that the Senate can pass legislation seeking new plugins for the server, and that during the consent of the staff phase, a system administrator is required to give consent, since it requires work from them. Do you think version status updates might fall under similar logic to plugin additions/modifications? They both require some work from a sysadmin.

3. Do you think asking for status updates, or compelling status updates, is "regulating the internal rules of the VillageCraft Staff"? Or is it more along the lines of "compelling" staff to install a plugin?

That last question might be re-stating previous ones. Anyways, I think you get my gist.

This runoff will contain only those two candidates, where voters will have the opportunity to break the tie and choose the new Community Minister.

And yet, you are negative llamas!? Negative? How can one have negative llamas? Are they anti-matter llamas? Are they non-llama llamas that transcend any rational understanding of space, time, and corporeal existence? We truly cannot know. The llamas come, the llamas go, the llamas know no bounds. For some they flock, for some they scatter. Can the llamas be understood, figured out, analyzed? Only they can know.
