I agree with most of what Myst has said; however I have seen instances that I as a player might perceive as staff "favoritism" in giving out /fly.  If a player doesn't feel comfortable asking for /fly or know that they are allowed to ask for it, seeing other players in /fly mode could then look a lot like favoritism. 

I also don't think region-specific fly is a good solution, not only because of the abuse potential that Myst pointed out, but also in that it relies on staff to know which villages have it and to monitor its use on an ongoing basis.  A per-player perm is much more easily tracked and managed. 

I'm not against either or both of the following:  1) more structure for giving out /fly to players - something like a permit - tell us what you want it for, and how long you think you need it; and 2) more regulation against staff using /fly for their personal builds.  I already don't think staff should use /fly for building farms. 

I'm also not against removing /fly and /gamemode creative from inactive or former staff.

I should probably clarify - what I had in mind, and had proposed (or at least was implying) - was that a traceable system would be where new regions are created and deleted which define the regions where fly can be used (independent of a village region).

Ie: a player wants to build a statue at xyz coords? Great. Here's a region that only allows fly around xyz coords (not their entire village)

this would nullify myst's point - no way to build a farm if the fly region is narrowly coordinate restricted solely to the confines of that build project.

and for traceability - all that would need to happen is for the fly region to be a child of any abstract parent region .. it could literally be named "fly-parent", and all the regions that grant fly would be children of that parent.

alls I'm saying is, region based perms is a good idea and can work while minimize staff supervision.

that said - my ideas are getting shit on lately, so fuck it.

Answering my own question - it looks like worldguard-extra-flags has a flag "fly" where fly would be enabled on entry into the region, and it could be done so it is applied only to members.

Ie:
/region flag (region-name) fly -g members allow

This way, staff would manage the membership (maybe via a parent region) - that way the player can't add their friends. Doing a parent-child system to track existing fly zones would improve accounting.

Regardless of how it may be implemented - it's possible to do it per region, restricted to specific players.

A shower thought I had - can fly be applied to the region, instead of the player? Or perhaps there's a way to configure it so that both the player and the region must have the perm for the player to fly - that way, the concern about using fly for pvp or unintended projects will be alleviated. Fly will be stripped from the player if they exit the region.

I’d like to discuss the current senate vote with members of Parliament who will likely be voting on the upcoming bill which is currently being called Senate Vote 23.

From my point of view, the entire text of the legislation goes in the face of Senate Rule A.2.ii, which states «The Senate does not pass or propose legislation regulating the internal rules of the VillageCraft Staff». An analysis of the legislation makes evident that it intends to impose a forced set of required tasks upon the system administrator of VillageCraft, all of whom are volunteers and unpaid people with real jobs (like me!). It was made evident in recent discussion that requiring even 5 minutes of work from the system administrator is unlawful for the Senate.

The following excerpts from the current bill being voted upon show how this new legislation is unlawful, violative of Senate mandate A.2.ii, and should not be enacted by Parliament :

For the Donors of $20 range, it is stated that donors will be granted several new permissions allowing mobile access to disposal, grindstone, smithing table, as well as the ability for players to begin choosing particle effects. As somebody who used to do plugin management and configuration for the server – I can safely say that all of this work (and it is work) will impose at least 15 minutes of work on the sysadmin. If the particles plugin has never been used before (is it even installed?), then I can easily see that number jumping up to 30+ minutes. And, if it is forcing the addition of a new plugin – the bill will be supplanting the VC system administrator’s rôle in this area – again violating A.2.ii.

The next groups - $50 and $75 – adds in several more permissions (ie – even more configuring), plus the addition of a Cheese hat. Now, don’t get the wrong – I love cheese as much as the next guy – but forcing the system administrator to design a new hat is very time consuming.

The next group  for $100 adds in yet even more permissions – that’s more time forcing the system administrator to do required work. I’ll remind you again – it’s against the mandate of the senate to regulate the internal rules of the VillageCraft staff. It was established in previous bills that requiring the sys-admin to do any work, regardless of the amount of time it would take, is unlawful.

And now – the worst offending donation groups $150, $200, $300, $400, and $500 – these are 5 brand new security/access groups. Not only do these have to be configured, but the system administrator will need to go through the entire player/donor list, and manually add each-and-every-single-relevant-player to these new groups. The new groups will have to have permissions added and modified.

Finally – there is one main technical problem with this bill. Most of these new groups $150 - $500 – include practically no new content. Sure, there’s the ability to use more colors, and more particles, and set 102 homes so you can player kill and harass players at your leisure. It seeks to define new groups – add barely anything to them – and state they will include more outstanding features as they are added? Isn’t that the *point* of this bill? To add more features? Why then is there basically nothing new in the $150 - $500 range. To me – it seems like this bill was rushed through.

The main thing it accomplishes is make it extremely easy for player killers to harass and intimidate people they don’t like. They could have a home set at each of your homes to make sure you’re never left alone to build, and they could do this for many players – and still have enough homes left for the things they actually care to work on.

All of this bill feels as if it’s been rushed, and hasn’t had enough input from the community. The features and groups that are being added add very little at the higher tiers, imposes a huge set of tasks on the system administrator (which again is against the mandate of the Senate), and allows for a ridiculous number of homes to be set (which will surely be abused by those meaning to do harm). I urge the MP to vote against this legislation for the reasons I’ve detailed above.

Don't get the wrong impression here - I'm all for expanding the benefits available to donors (personally I would love to see the /disposal command) - but the way it has been proposed here is rushed, underdeveloped, and creates unintended consequences. This is something that parliament - not the senate - should be pursuing.

Personally I'm all for what Day's suggesting.

Fly shouldn't be something doled out as a token of favor or friendship - it encourages cliquey behavior.

I think it should normalized like many of the other non-vanilla processes (region protection, mob protect, etc), and people who want to use fly should go through an application where they state their intent of how and where it will be used.

A permit of 3 days, 7 days, or 14 days may be granted (there are just examples, not hard set numbers) upon approval. In terms of implementation, this could be a security group or permission that people are granted - there's probably other ways that Luis might settle on but it shouldn't be too tough to implement.

Finally - and I know this has come up time and time again - "this is a survival server!!1 fly is bad". Sure - but there's a lot of other things on this server that are far from vanilla. AFAIC - somebody in fly isn't in God mode, they can still be hunted with bow/arrow and would have to survive by running away - if they use the fly to retaliate/pvp, then they lose the permit.

We can also make the permits fairly expensive (maybe in the ballpark of 50-150k), again to appease the people who might argue it's too against the values of a survival server.

That said - in the situation that this passes, I hereby grant staff permission to debit my bank account to fund fly permits for build projects that a player couldn't otherwise afford, as long as it doesn't put my balance below $1M. I'll modify this permission if I change my mind at a future date - if unmodified, it may be assumed that I still grant this permission (even years into the future). Please don't ask me if I give permission - the answer is yes.

I've reached a compromise with Luis about this bill - A balance needed to be found between providing transparency and not unintentionally setting false expectations/deadlines. In that interest, Luis communicated that his inbox is always open (and maybe has a few too many cobwebs) - he's an open book, and the more you ask, the fewer cobwebs there will be. If you're intimidated at directly messaging an administrator or staff to get an update, then message me! I'm a disgraced admin, and so nothing you say to me will get you in trouble - I'll do my best to support you. He filled me in on where we're at with more detail, and while I can't provide deadlines, I can give some detail. And - since I'm already in the doghouse: I'm not as shy about reaching out to staff. I also don't mind answering questions about this decision to scrap the bill.

Hello! I was hoping to get some opinions on night skipping - whether we should keep it or not, and if we keep it what kind of percentages you guy think would be reasonable to skip the night?

For me, I'm leaning towards like 10-25% of players sleeping should be able to skip the night.

"If a period of 30 days passes between any updates, and the sysadmins provide no meaningful update, then the rules of this legislation are suspended until such a time when an update by a sysadmin is made,
        i. In a situation where this legislation is suspended, there is no restriction on persons to seek a status update by whichever avenue they deem appropriate."

.. which was added to convey more clearly that, while the bill is strongly worded, it can be ignored, it's understood that it can be ignored, and things return to status quo if it's ignored.

The main point of her analysis is that the bill is forceful and regulates internal rules on staff - if the entire thing is optional, I'd say it's tough to argue that it regulates staff.

The bill is meant to express what I understand is a shared strong desire to know just how far away we are from the update - I don't envision people asking every 2 days for an update, and status updates every two weeks isn't an unreasonable ask. They don't take long to write - I could write an update while on the john and still have time to read the news. Since the entire thing is optional - it's written as a wishlist - we'd like an update every two weeks, if not then every 20 days, and if 30 days pass then "no worries". That was the idea behind it.

It was written with stronger language to impress how important it is for this transparency to happen, however in the interest of appeasing criticism I've re-written a large portion to the bill to strongly emphasize that the bill is a framework where each individual person can choose to opt into the framework. The more people who opt into it, the better it'll work. It also emphasizes the benefits of more people opting in, which were present in the initial drafts but have now been more strongly stated. Since the current draft is now written as something entirely optional that any individual person can choose to opt into, it would be ridiculous to say that it's placing mandes on staff. If you want to read it, it's been posted on Discord.

I try to think as an optimist, and that people will buy into the new version if they so choose - not everyone, but enough that it'll make some impact on the status quo which is presently being left in the dark.

Finally - show of hands, how many people would like to see more transparency? The bill is being pushed because of the constant feedback and jokes about the server never going to update, and this was an attempt at mitigating the criticism - however if that's not what parliament or the people want, then who am I to argue?

To provide context for the current vote tally - the senate is voting the bill down because it was decided that additional changes were needed after the bill had already been nominated. It will likely be given another vote in the near future.

This isn't the kind of behavior that I pride myself on. In fact, it's the exact opposite of how I like to behave. I am those those uninvolved people online had to witness it. I should have kept my temper in check. I was wrong.

To our younger staff (and I'm not talking about just one): The real world doesn't have patience for this kind of behavior. The kind of bickering and petty fighting (especially racist homophobic or misogynist remarks) that take place in private chat, whether on steam or while other staff are offline, does not fly in real life.

You get fired from jobs in real life. Getting fired follows you for 5 years in the real world.

We're staff; we should strive for exemplary behavior.

This brings me to my final point: Many staff on villagecraft cause too much trouble to do anything productive. Instead of covering for staff that are trying to improve the server, they continually pull staff into their drama. The staff that cause drama aren't punished. There are no repercussions for racist, homophobic, or sexist behavior or language. Being staff is simply more frustration than reward.

So, I resign.
