Parliament | Suggestions / Re: Discussion on Issues With /fly

I think that allowing players /fly whenever they want with a "permit" or allowing them to have fly whenever they're in a village can be misused easily. Although players may be punished for using this during PvP there are also other issues as Myst mentioned such as exploring areas with fly - this would be hard to keep track of.

What I initially proposed is not much different than what we have now, but I wanted to create more "guidelines" as to when players & staff should be using fly.
Ex: Not using fly for farms, using fly for builds in the air, etc.

From my point of view, the entire text of the legislation goes in the face of Senate Rule A.2.ii, which states «The Senate does not pass or propose legislation regulating the internal rules of the VillageCraft Staff». An analysis of the legislation makes evident that it intends to impose a forced set of required tasks upon the system administrator of VillageCraft, all of whom are volunteers and unpaid people with real jobs (like me!)

Noket, Senate is meant to bring forward changes to the server that are brought to the server with help of staff members. These are changes like plugins - or what we have here, donation perks. This does not regulate any internal rules, it just requires aid to put suggestions through.
Some examples of previous Senate history where we've required staff help for new additions to the server:
  • Senate vote 22: Changing amount of people sleeping/afking to skip night
  • Senate vote 4: Brewery plugin
  • Senate vote 3: BottledExp plugin

It was made evident in recent discussion that requiring even 5 minutes of work from the system administrator is unlawful for the Senate.

This has a different context, requiring system admins to permanently provide updates alters what their position entails. It's regulating internal staff rules because you're putting changes in the way they work on the server and on how they operate, it manages them. However, requesting changes to the server overall doesn't directly manage them.

I think it's also important to provide context that staff including a system admin have worked on this bill together and do wish to expand donation perks. If staff believe that this bill is regulating, they'll veto it. I think we can agree now that this isn't a problem.

If senators did not agree with parts of this bill, such as adding new donor groups or adding new homes as you mentioned, they should have been mentioned while drafting.

My personal opinion on this to bring to the discussion,

I believe that we should be encouraging players to build complex/aerial designs on the server by endorsing their access to /fly for specific builds that need it - it is deeply unfair that only staff have been able to reserve it for themselves and their friends. Although I believe the second solution would bring equality, we could have a system for players to make amazing builds without any negative effects.

Non-builders and staff members are likely to not agree with giving builders fly because they haven't struggled without it - however many builders have struggled for hours with scaffolding and have given up on aerial builds because it's incredibly hard to constantly shift angles from all sides while building. There is no reason to not to allow builders fly for specific situations, if they even manage to find a way to misuse fly in a way that can negatively impact others, fly can be taken away from them or they can face any consequences.

Most staff have argued against the first idea of creating fair, regulated fly to players because it's "not in the nature of a survival server", however, each staff member uses fly/creative for personal builds, if they truly believed this, why would they use it?  Outrageous, I agree.

Furthermore, /fly is given to "legacy staff" (staff who have left the team or are otherwise inactive) as well, obviously they believe that it is needed or greatly valuable to building. An ex-staff member should be equal to any other player, it's disturbing that they believe this should only granted to them for building. Evidently, staff do believe that people should be able to play in this manner, even if it is only for themselves.

Hi all, in senate we've been considering different kinds of legislation to fix problems with /fly. However, since this interferes with internal staff rules, legislation can only pass through parliament. So, I hope that we can raise discussion surrounding these issues and people can give their own opinions, solutions, and details they'd like to see in a parliament bill.

So far there have been two ideas on how to resolve two different issues - staff favouritism/discrimination concerning /fly access, and their own hypocrisy by using fly for personal builds but not allowing it to players.

The first idea is to solve staff favouritism and discrimination against players by regulating the conditions in which a player can reasonably be given fly. This means that fly will be given out to any builds that needs it, and optionally: fly could no longer be given out for simple builds. This proposal is given so that staff cannot deny players fly in a reasonable request because of personal feelings, but they also may not be able to show favouritism by giving players fly when they don't need it. Obviously, if a player 'misuses' fly, they can be cut off from it.

The second idea is to remove staff advantages and hypocrisy concerning their own access to /fly (and possibly creative) for when they use it for their personal builds, but do not give it to players.

Since staff are likely to have a biased view upon changes to these issues, because it limits their power/decision-making, I would hope that their input and approval would not be based on personal preference but on practicality. Hopefully staff will maintain an impartial outlook based only on feasibility, the wellbeing of the server, and public support.

I welcome any disagreements, agreements, and new ideas.

Currently that requires all online players (excluding staff) to either sleep or /afk.  The following bill proposes to change that percentage, as determined by vote of the VC Parliament. 

The Senate proposes that the following question be presented to the VC Parliament for determination: 

Following the update, what minimum percentage of online players (excluding staff) need to /afk or sleep to skip nighttime?

  a. 1%,
  b. 25%,
  c. 50%,
  d. 51%,
  e. 75%,
  f. 100%.

This vote is proposed as an approval vote, and the majority answer will be enacted following the server update. If there is a tie, the Senate may propose a subsequent “runoff” vote but the current 100% requirement will continue until modified by vote of Parliament.

Perhaps I have the unpopular opinion here, but I don't think a low percentage is the way to go with this. Part of the fun of skipping night is communicating with other players to accomplish skipping. I support moving it down to say 75% though because I remember all the times there would be one person keeping the rest of us from skipping when we want to. If the number of players needed to skip night is too low, if I was a player who didn't want to skip night because I like killing mobs / need mob drops, then I would never be able to enjoy the night. I think it should still have effort to skip, but not the 100% it currently is.

I can accept this take, especially since this change doesn't apply to me (staff, and I'm rarely in survival). I am not fully in touch with what the best option is, so I'll defer to those who are.
I also wonder if a majority would work, 51% in VC's case would cover that.

We also have a 51% option in the draft bill for majority  :)

I feel some staff might not entirely back a lower number because they are always in creative or fly (I cannot remember a time when a staff member hasn't been), but to players in survival on the ground, building becomes a million times more tedious. How do we "village craft" with this constant nuisance disturbing our esteemed builders.

To be fair, there have been countless times when I have been building and wanting to skip night, asking in chat and recieving no response because people are AFK without having used the /afk command.

This legislation amends Internal Senate Rule 1 which states as follows:

"Each election will last 48 hours, if not all the senators have voted within this time or if there is a tie, another election will be called after the conclusion of the preceding one. Elections may happen infinitely until a speaker is chosen, however each individual election must be open for the full 48 hours, then be closed for another election to occur."

This piece of legislation will be amended to state as follows:

"Each election will last 48 hours, however if all senators have voted, the election may be ended early. If not all the senators have voted within this time or if there is a tie, another election will be called after the conclusion of the preceding one. There can only be 1 election at any given time."

A BILL ENTITLED
TRANSPARENCY IN MIGRATION EN-COURS (The TIME Act of 2023)

Preambulatory clauses:

FOR the purpose of ensuring that members of parliament, the senate, and the general public have increased transparency in the server upgrade process from 1.16.4 to the newest version or whichever version is currently planned as of 10 DEC 2023,

FOR the purpose of determining any plugins that are hindering the update effort, to allow the Senate and Parliament to debate whether any such plugins should be disabled in the interest of allowing an update from current to newer planned versions,

FOR the purpose of reducing stress and pressure on sysadmins participating in the update effort,

FOR the purpose of creating a future status update framework for any upcoming major Minecraft version releases,

BY creating a stickied thread in the « Rules Info Support » section of the VillageCraft Forums.


SECTION 1. BE IT ENACTED BY THE SENATE OF VILLAGECRAFT, That the thread entitled « Transparency in Migration » be published and stickied to the « Rules Info Support » section of the VillageCraft Forums and read as follows :

Article – Transparency in Migration

1 . Definitions
    a. In this section, « sysadmin » means any person whose responsibility is the management of plugins for the server mc.villagecraft-server.net

    b. In this section, « reasonable » or « reasonably » can mean within a period of time not exceeding 48 hours. An action that is not exceptionally
    burdensome, including but not limited to actions that would take less than 2 hours to complete,

    c. In this section, « 1.20 » or « newest version » means the version of Minecraft as determined by the sysadmins which is actively being
    implemented or is the goal for ensuring the server is up to date.

2. Limitations
    a. The purpose of this bill is not to regulate the internal rules of the VillageCraft Staff, but instead to increase transparency and reasonable
    documentation into the current status of the update to the newest version. No part of this legislation should be construed to imply a change in
    internal rules of VillageCraft staff,

    b. Excepting 4.c.i., this bill does not confer the right of any person to bug, harass, or spam any sysadmin for an update. The normal server rules
    for spam apply in that situation.

3. Thread Content
    a. Upon enactment of this legislation, a thread shall be created and stickied by any staff member in the « Rules Info Support » section of the
    Forums,
        i. It is recommended by the senate that the thread be unstickied or archived once the update to 1.20 is complete,
        ii. The main thread will be updated with updates and milestones from the sysadmin at the top of the post, pushing down the text of this bill as
    updates are added.

    b. Once the update to 1.20 is completed, this bill may be put back into force for versions beyond 1.20 either at the sysadmin’s discretion or by majority vote of the senate.

    c. The sysadmin will produce an initial status update within three days of the
    passage of this legislation.
        i. The initial status can be brief, including but not limited to:
            A. A count of how many plugins are ready to update,
            B. A count of how many plugins are not ready to update,
            C. Major roadblocks preventing updating, detailing which specific plugin is causing significant problems,
            D. general plans for addressing the roadblocks.
        ii. If a short extension is needed by a sysadmin for personal reasons, it should be communicated either on the forums or on Discord with a quick
    note that an update will be produced within the next few days.

4. Status Updates
    a. Following the initial update, the thread should be updated in frequency not to exceed 15 days between updates in a log style format.
        i.As an example, the log may include the date of the status update, major hurdles fixed, new hurdles remaining, and a new count of how many                     
         plugins need to be addressed or are waiting update,
        ii. If a period of 20 days passes between updates, the following rules will apply to ensure civility :
            A.The only forum to request an update from a sysadmin is on this thread,
            B. Requests for status update not made on this thread may be ignored by sysadmins without repercussion,
            C. A request for status update may only be made by 1 person on this thread in any 24 hour period,
            D. Requests made in this thread should be responded to in a reasonable amount of time.
        iii. Updates may not be requested between the 0 and 20 day mark.

    b. Senators are recommended to advocate for sysadmins and deflect criticism away from sysadmins and staff by redirecting persons to this thread,

    c. If a period of 30 days passes between any updates, and the sysadmins provide no meaningful update, then the rules of this legislation are
    suspended until such a time when an update by a sysadmin is made,
        i. In this situation, there is no restriction on persons to seek a status update by whichever avenue they deem appropriate.

Over the past four years when CM reforms started, I've attended events from 5 different CMs and I've helped on CM teams before. As a CM I would strive to make even better events than these determined by my own and others' experiences with them.

As I stated in the previous election, I would create events very frequently so that players could rejoin and have fun together every one to two weeks. I've been very active on VC throughout the years, and I've seen ups and downs of the server, and at the moment I want to help restore a larger and peaceful community to the server throughout these events as CM. I've had many ideas for a CM term for a while and I hope you'd all be able to witness them

Hey, it's Day!

I want to host fun events to restore the community and bring back players as we get ready for the 1.20 update!

There are a lot of different events that I was hoping to plan throughout a CM term such as many different minigames, seasonal events, and general events we've done before such as build comps. The goal for these events is to create inclusion and collaboration between all kinds of players so that we can get along better as a community on VC. My hope is that this will make people want to stay and come back to our server.

I have been active on VC for a long time and I know that I'll devote a lot of time to regularly create exciting events! :)

As a parent, I have to go with filthy rich and miserable, because even if I wasn't happy I could make sure that my family and my kids had everything they needed, and I could help other people.  Dirt poor me couldn't be truly happy because I'd be worried about taking care of my loved ones.
