I am writing to you all today, to clarify the State and Regional system we have here in Fiveton.
Fiveton is the Kingdom, a kingdom that is made and formed of multiple states. A good comparrison is the US, and how it is one country formed of mulitple states. Many states (often depending on their size) are then split into Regions (which are a group of villages located toghether), another good comparison is the different counties that make up each state in the US.
Politics:
There are 5 tiers of law in Fiveton
1) Server rules - These rules are universal, and established by the server itself.
2) International Law - These are laws agreed to by the international community, of which Fiveton, among all other nations who are apart of these international organisations, must follow and abide by.
3) Royal Law - These are laws made by the Monarch, and are normally imposed on and affect all of Fiveton.
4) State Law - These Laws are formed by either the States Parliament or the States Representative (only in states where no Parliament is established). These laws cannot contradict Server rules, International Law, or Royal Law. In addition, these laws must be laws that only directly affect the state of which they are imposed by, anything that directly affects another state or another nation, cannot be decided on a state level, only on the Royal level.
5) Regional Law - These Laws are formed by the Regional Mayor. These laws cannot contradict Server rules, International Law, Royal Law or state laws of their state. In addition, these laws must be laws that only directly affect the region of which they are imposed by, anything that directly affects another region, state or another nation, cannot be decided on a regional level, only on a state level (when it affects multiple regions within the same state) or the Royal level (if it affects another state or international nation).
Each state may have a different Parliament system, some will allow for more regional representation when formatting state laws, others will not, this is decided on a state by state basis, allowing for each state to establish a system that efficiently allows them to do their best for their people.
The winner of regional elections become that regions Regional Mayor (Mayors cannot be affiliated with a political party), while the leader of the winning party in state elections (State elections do allow for political parties) becomes the State Minister. All State Ministers and Regional Mayors will be allocated a home during their time in office.
Only one Regional Mayor is elected in each region at a time, and a candidate cannot run in more than one Region at a time. Only members of that Region can vote in that Regional election. This means if you are a member of 3 different regions, you can vote in all 3 regions, but you only have one vote per region you are a member of.
State elections allow for anyone in that state to vote for the make up of their State Parliament. It does not matter if you are a member of one or 3 regions in that state, everyone only gets one vote.
The voting system for Regional Mayors and State Parliament may differ between states.
While there are no elections being help in Fiveton at the moment, on a regional or state level, this will change once there is enough support for an election to be held. We plan that one term in office, for both State Parliament and Regional Mayors, will be approximately 4 months long, however this is subject to change and may differ between states. We also plan that an election would take places every 2 months, for example - in Jan we would have Regional elections, in March we would have State elections, then in May we would have Regional elections, in July we would have State elections, and so on - this would mean that each elected official (both on a regional and state level) would have 4 months in office, but half-way through their time in office, the other level would change (ie- half way through a Regional Mayor time in office, the State election would change the make up of the State Parliament. OR half way through a State Parliaments term, the Regional elections would change the Mayors of the Regions within the State). This is to help show a more accurate representation of how the States and Regions feel and react under certain leadership, insuring the people frequently feel heard and represented. While also giving elected officials sufficient time to lead and fulfil their manifestos.
Also, some of you may be aware that Fiveton has Royal Advisors, it is these Royal Advisors (of whom are hand picked by King Brutal due to the expertise and trustiness) along side all State Representatives (made up of both elected State Ministers and appointed State Ministers, where no Parliament is established) who are often asked for their opinion on potential Royal Laws. This means that while only the Monarch can make, remove and amend Royal Law, they are advised by experts and those who where democratically elected to serve the people of Fiveton. (And on occasion, the Monarch may speak to others, who are not Royal Advisors or State Representatives if they believe it is needed and those individuals have something valuable to contribute).
