Senate Vote 15: Internal Senate Rule - Separation of Private Senate Communications

This bill establishes an internal Senate regulation for the conduction of private communication.
This is the current wording proposed by Senator Dallas

If "Yes" is majority, the following changes will be implemented on the server
If "No" is majority, the status quo will remain

====================================================================================
Internal Senate Rule 4:
In order to preserve the integrity of Senate discourse and debate, only Senators will be allowed to comment on the #senate-private Discord channel.  Any questions directed to admins/staff will be notated with an @ symbol, and only those questions will be specifically addressed by non-Senators.
