Grief Rules

Hey if you read my earlier topic (PVP Rules) you might have found Akomine'a comment on His description on if u get killed by someone you need to trust different people or you can get killed in the Outlands.  Well I've been wondering does that mean people can grief in the Outlands?  Or can the people in you village grief without being punished?  Please explain. 😎
