A BILL ENTITLED
TRANSPARENCY IN MIGRATION EN-COURS (The TIME Act of 2023)
Preambulatory clauses:FOR the purpose of ensuring that members of parliament, the senate, and the general public have increased transparency in the server upgrade process from 1.16.4 to the newest version or whichever version is currently planned as of 10 DEC 2023,
FOR the purpose of determining any plugins that are hindering the update effort, to allow the Senate and Parliament to debate whether any such plugins should be disabled in the interest of allowing an update from current to newer planned versions,
FOR the purpose of reducing stress and pressure on sysadmins participating in the update effort,
FOR the purpose of creating a future status update framework for any upcoming major Minecraft version releases,
BY creating a stickied thread in the « Rules Info Support » section of the VillageCraft Forums.
SECTION 1. BE IT ENACTED BY THE SENATE OF VILLAGECRAFT, That the thread entitled « Transparency in Migration » be published and stickied to the « Rules Info Support » section of the VillageCraft Forums and read as follows :Article – Transparency in Migration1 . Definitions a. In this section, « sysadmin » means any person whose responsibility is the management of plugins for the server mc.villagecraft-server.net
b. In this section, « reasonable » or « reasonably » can mean within a period of time not exceeding 48 hours. An action that is not exceptionally
burdensome, including but not limited to actions that would take less than 2 hours to complete,
c. In this section, « 1.20 » or « newest version » means the version of Minecraft as determined by the sysadmins which is actively being
implemented or is the goal for ensuring the server is up to date.
2. Limitations a. The purpose of this bill is not to regulate the internal rules of the VillageCraft Staff, but instead to increase transparency and reasonable
documentation into the current status of the update to the newest version. No part of this legislation should be construed to imply a change in
internal rules of VillageCraft staff,
b. Excepting 4.c.i., this bill does not confer the right of any person to bug, harass, or spam any sysadmin for an update. The normal server rules
for spam apply in that situation.
3. Thread Content a. Upon enactment of this legislation, a thread shall be created and stickied by any staff member in the « Rules Info Support » section of the
Forums,
i. It is recommended by the senate that the thread be unstickied or archived once the update to 1.20 is complete,
ii. The main thread will be updated with updates and milestones from the sysadmin at the top of the post, pushing down the text of this bill as
updates are added.
b.
Once the update to 1.20 is completed, this bill may be put back into force for versions beyond 1.20 either at the sysadmin’s discretion or by majority vote of the senate. c. The sysadmin will produce an initial status update within three days of the
passage of this legislation.
i. The initial status can be brief, including but not limited to:
A. A count of how many plugins are ready to update,
B. A count of how many plugins are not ready to update,
C. Major roadblocks preventing updating, detailing which specific plugin is causing significant problems,
D. general plans for addressing the roadblocks.
ii. If a short extension is needed by a sysadmin for personal reasons, it should be communicated either on the forums or on Discord with a quick
note that an update will be produced within the next few days.
4. Status Updates a. Following the initial update, the thread should be updated in frequency not to exceed 15 days between updates in a log style format.
i.As an example, the log may include the date of the status update, major hurdles fixed, new hurdles remaining, and a new count of how many
plugins need to be addressed or are waiting update,
ii. If a period of 20 days passes between updates, the following rules will apply to ensure civility :
A.The only forum to request an update from a sysadmin is on this thread,
B. Requests for status update not made on this thread may be ignored by sysadmins without repercussion,
C. A request for status update may only be made by 1 person on this thread in any 24 hour period,
D. Requests made in this thread should be responded to in a reasonable amount of time.
iii. Updates may not be requested between the 0 and 20 day mark.
b. Senators are recommended to advocate for sysadmins and deflect criticism away from sysadmins and staff by redirecting persons to this thread,
c. If a period of 30 days passes between any updates, and the sysadmins provide no meaningful update, then the rules of this legislation are
suspended until such a time when an update by a sysadmin is made,
i. In this situation, there is no restriction on persons to seek a status update by whichever avenue they deem appropriate.
