Drug Plugin

Time occurred 1:05PM 25/04 (UTC+12:00)

Brief summary of what happened:
Basically just wondering if this speech mumbling thing is related to the drugs plugin as I was testing the Cactus Green before this happened. Also wondering when it will wear off. I've tried relogging.
Doesn't happen in local or private message.

It is a drug effect, it's just odd that most of the effects aren't working at all, and yet this one did.
