The following is the constitution of the Greater Province of Gentibus and Caerulia. If you accept the constitution and would like your villages please reply saying you accept and which villages you would like to have join the GGC. Also mention if you would like your village if its on Gentibus or Caerulia to be in the village union region.
The Constitution of The Greater Province of Gentibus and Caerulia
Preamble:
Greater Gentibus and Caerulia is the successor state of the Caerulian-Gentibus Federation and the reformation of the Province of Socrates. We outline this constitution in order to maintain peace, stability, and prosperity for the people Gentibus and Caerulia in order to perverse and protect the players of our union for cooperation and honor.
Section 1: The Premier
The Premier is the head of the provincial government and is elected every three months. The Premier is the public facing member of the Palace of the people is is delegated to maintain policy directives from the Palace.
The Premier can veto bills given to him by the Palace of the People.
The Premier can deny the appointment of a commissar from the Palace of the People to maintain certain functions of government if they have committed treason, a high crime, or have shown themselves to be against the province or the state of Istrana.
The Premier is directly recallable by the Palace of the People
Section 2: The Palace of the People
The Palace of the people is the sole legislative body for the Provincial Government. With its members being any citizen that wishes to be a part of it. They may join by noticing the Palace or Premier to be but on the list.
The Palace can write laws for the Province. The Province is meant to maintain the state, the economy, and the rights of the citizens of the GGC
Appoint any number of its town members to the local Provincial Industrial Committee (PCI) by a simple vote of majority.
Vote to add new villages to the Province
To start a meeting a quorum of three people must be present. A normal majority is needed to pass with members of the Palace who have been inactive for a month will not count for the threshold of majority.
Section 3: Chairman
The Chairman is a powerless position in the government built at a minimum of one person. The Chairman holds no official power within the government but is an owner of the Village-Union that encomposes the province.
Unless otherwise stated the Chairmen doesn’t have any powers and it merely a honorary title within government.
Section 4: Provincial Industrial Committee
The Provincial Industrial Committee (PCI) is the local economic planning committee which are appointed members of the Palace by themselves.
The PCI’s jurisdiction only covers villages without Free City status but they may choose to opt into projects if they so chose.
The PCI’s job is to manage the resources of the economy and distribute them to players.
The PCI’s job is also to aid in infrastructure projects such as making farms and roads for public use.
The PCI may also manage its own contracts with private firms in order to meet its goals stated above.
Any firms that employ workers that are contracted must be collectively owned by the employees within them.
Section 5: Administrational Zones
The Greater Province of Gentibus and Caerulia will make up the towns within Gentibus and Caerulia and any outlying towns that choose to join the Province.
The first zone will be an uninhabited historical zone made up of the two towns in Caerulia as well as towns that hold other significance: Farmguild, Snoopyton, and Fort Wayne will be included.
This first zone doesn’t have a government and is strictly to preserve their history.
The second zone will be all of the towns with Free Cities status. These towns will have full autonomy. As stated in the Istrana Constitution: “They may manage their own infrastructure, laws, trade, and further powers may be devolved to these territories at their request, and at the approval of the [Istranan] Politburo.”
The third zone is Socrates which will make up the former parts of the Province that are controlled directly under the Provincial Government; the Premier, the Palace of the People, the PCI.
The fourth zone is the union land which all citizens have free and public access to. Villages of the Province of any kind may expand into it. Border disputes will be resolved by the Palace.
Section 6: Citizenship
A Citizen is anyone who a member of either the Village Union of “Kingdomofsocrates” or any village that has been admitted to being a part of The Greater Province of Gentibus and Caerulia. This includes Free Cities within The Greater Province of Gentibus and Caerulia.

All of the Istranan Rights apply here to Citizens of The Greater Province of Gentibus and Caerulia. Including these:

Section 8: Amendments
To change the Constitution a ⅔ majority is needed in the Palace and approval by the Premier is needed. If a majority of the villages within The Greater Province of Gentibus and Caerulia agree, not including the village union or villages within the historial zone, then that may also trigger an amendment. Agreeing meaning that each of their owners of the village agrees to the amendment
