I find it very sad that people are nominating themselves for this position. I was really hoping that at least one person would have the decency to nominate someone else... rather than try to "go for the gold" themselves.
To respond to the OP, I do not believe this server has anyone who is dedicated, intelligent, and helpful enough to fill Islid's roll as PR. His act is tough to follow. Almost all the people that should have this job are already [M], [SM], or [A]. This makes it quite difficult to chose someone out of the many that play on this server.
I thought about what it meant to be a PR when I was looking through the forum member list. I came up with a few ideas:
1. Whomever is chosen as the PR should know how to work the forums.
2. Whomever is chosen as the PR should know how logblock works.
3. Whomever is chosen as the PR should be generally liked on the server.
4. Whomever is chosen as the PR should be intelligent (knowing how to write a report falls into this category).
5. Whomever is chosen as the PR should be an active member.
As I stated before, many people do not fit this qualification. The only person I can truly think of that could fit 4 out of the 5 qualifications that I gave would be Witchdoctor. He knows the workings of the forums and logblock; he is also intelligent and liked. He, however, has a life outside of VC. He serves in the military and has a fiance (or so I last heard).
Because of all of this, I cannot truly say who should be the next PR. Islid was made for that role, so it would be hard to do a job that Islid practically perfected. No one meets these qualifications 100%... so I cannot give a recommendation on the next PR.
As for the staff, I hope you take a moment to read this and take it into account.

EDIT: I also believe that a PR should be relatively unbiased. Obviously it isn't possible to have "no biases", but I think a PR shouldn't side with the staff all the time, nor with the players all the time. The PR, after all, is the player representative and should therefore protect the players (from each other as well as from overbearing staff) as well as "protect" the staff from nuisance by intercepting problems.
