World hunger is fabricated in order to keep population levels relatively manageable, keep the cost of foodstuffs at a profitable margin, due to the high expense it takes to grow/raise/manufacture, and to keep power firmly rooted in the wealthier, usually Western, nations. Therefore, the proverbial "powers that be" have a vested interest in keeping parts of the world hungry.

This idea is actually very clever because it is population control (killing off said people) and because it feeds the already hungry.
